January 15, 2010 Chapter Luncheon
Speaker: Inspector Thomas Belfiore: Commissioner/Sheriff of the Westchester County Department of Public Safety

Our first luncheon in 2010 will be held at Rosie O'Grady's Steakhouse. Commissioner Belfiore will be speaking about the challenges facing both the law enforcement and security professions in today's world as they transition between the public and private sectors; relating to his experiences as a law enforcement executive in the New York City Police Department, and the Westchester County Department of Public Safety, as well as his time in the employ of Major League Baseball and Safir-Rosetti in the security field.

Thomas Belfiore: Commissioner/Sheriff of the Westchester County Department of Public Safety

Thomas Belfiore was appointed Commissioner/Sheriff of the Westchester County Department of Public Safety on August 25, 2003.

Belfiore was previously employed by the security consulting firm SafirRosetti in New York City, where he served as the Regional Managing Director New York Office. Prior to his tenure with SafirRosetti, Commissioner Belfiore served as the Director of Security for Major League Baseball. In addition to his many other duties, he was responsible for developing and implementing security plans for MLB facilities. He managed and coordinated security plans for the 2001 All Star Game in Seattle, Washington and all related events. Commissioner Belfiore also developed and coordinated the implementation of security measures put into place after September 11th including those applied for the 2001 post-season and World Series. In addition to these duties, Commissioner Belfiore created security plans and programs for player protection and team travel. He planned and oversaw all security operations for exhibition games played in Venezuela, Mexico City and Puerto Rico.

Before joining the team at Major League Baseball, Commissioner Belfiore served with the New York City Police Department for twenty years. During his police career, he served in diverse and varied assignments. While assigned to the Manhattan Detectives Sex Crimes Squad he investigated first-degree sexual assault and child abuse cases. He was later assigned as the Commanding Officer of a highly successful anti-corruption task force in conjunction the Mollen Commission and Federal and State Prosecutors. Commissioner Belfiore later served as the Commanding Officer of the Police Academy where he managed and directed a staff of 650 in developing training programs for all 45,000 uniform and civilian members of the department. He also served as the Commanding Officer of the 19th precinct on Manhattan's Upper East Side. Under his leadership there was a two-year crime reduction for the seven major index crimes of 25%. He later served as the Executive Officer to the Chief of Department. Commissioner Belfiore retired as a Deputy Chief assigned as the Commanding Officer of the First Deputy Commissioner's Office. In that assignment he assisted the second highest ranking member of the department in all matters

In September 2000 Commissioner Belfiore represented the Police Department in Israel where he exchanged anti-terrorism security measures and plans with the Israeli National Police. He also assisted the U.S. Justice Department and the Department of State in providing training for the Nigerian National Police in Lagos, Nigeria in February 2000.
