February 10th, 2012 Chapter Meeting

Speaker: Steven Gutkin, Executive Director, Regional Catastrophic Planning Team (NY-NJ-CT-PA)

Executive Director Gutkin will present an overview of the Regional Catastrophic Preparedness Grant Program specifically for the NY/NJ site. This program is intended to improve regional security and resilience through a "fix, build, and resource" process. It includes fixing shortcomings in existing plans, building regional planning processes and planning communities, and linking operational needs identified in plans to resource allocation. Executive Director Gutkin will also specifically address how the Regional Catastrophic Planning Team is planning to engage private sector entities into this process.

A sit down lunch will be served and a cash bar is available for the first two hours. Registration of groups from 1 to 9 and tables of ten can be made below. Attendees who indicate CPP status when registering online will receive a certificate at the meeting for one (1) CPP continuing education credit.

Steven GutkinSteven Gutkin serves as Executive Director of the US Department of Homeland Security funded Regional Catastrophic Planning Team (RCPT) and its operational arm, the Regional Integration Center, based in New York City. The Regional Integration Center is developing regional emergency response, coordination, resiliency, continuity of operations and other strategic and operational plans for the NY-NJ-CT-PA metropolitan area. The project site is home to approximately 22 million people or more specifically 1 in 14 Americans. As Executive Director, Steven has overall responsibility for the Regional Integration Center, it’s staff of approximately 30 full-time planners, over 700 planning team members from the four states, and program management as a whole.

Prior to this position, Steven retired as Deputy Chief of Police for a New Jersey municipal law enforcement agency. Responsibilities included leadership and management of the entire agency including both Operations & Administration Divisions, budgeting, public information, investigations, professional standards, policy development, planning and intelligence. Steven managed the Investigations Division for more than ten years and has extensive investigative experience involving criminal violations of law, financial crimes, fraud, Internet related crimes, and complex professional standards investigations. Steven holds a Bachelor’s degree in Human Services and is a graduate of the FBI National Academy.
