Here's a letter we received from Charlie
Connelly about “life after retirement.”
Erica and Mike,
I don't know whether this is of any
interest. On June 9, 2006, I received
the Penrith Award given annually at
the FBI National Executive Institute/
Major Cities Chiefs (59 largest cities
and regional areas) Annual Conference.
The award is for an individual
who has made a continuous contribution
to the law enforcement profession.
I was somewhat surprised as it
generally goes to an active Big City
Chief. In any event I was glad to get
it! Since I retired from Merrill Lynch, I
continue to do some consulting but at
my own pace. For the past 10 years I
have been a member of a large think
tank in Washington DC called The
Center for International and Strategic
Studies (CSIS). Initially I was on their
Global Organized Crime Steering
Committee. The committee is comprised
of 2 former Secretaries of
Defense, 4 active members of the US
Senate, three former directors of the
CIA, 2 former directors of the FBI, as
well as Secret Service, National Security
Council and Joint Chiefs of Staff. Members would join us upon leaving
federal service and leave us upon
returning to government such as
Donald Rumsfeld, Senator William
Cohen etc. After 9/11, the committee
was renamed the Transnational
Threats Senior Steering Committee.
During the transition, I recommended
that the group examine the role and
impact on anti terrorism by the Private
Sector. The result was CSIS's creation
of the Private Security Advisory
Group involving many of the global
corporations' chief security officers,
many of whom are metro ASIS
members. I do a little consulting and
recently participated in an Emergency Response/Business Continuity
Review of Pace University for the
Hallcrest Group. I have been asked to provide security consulting service
to the Pan Am games to be held in
Rio de Janeiro, Brazil in July of 2007.
Several years ago, I was invited to
serve on a consulting task force to
identify and advise the Major Cities
Chiefs Association ( represent 59 of
the nation's largest cities) on “Critical
Issues Facing police in the Twenty-first
century. In 2002 and 2003 I participated
in a series of workshops with leaders
from Public Health, Agriculture, Intelligence
and the Law Enforcement
community exploring biological and
agricultural anti terrorism initiatives. In
January 2004, I participated in a three
day National Policy Summit sponsored
by the IACP and Department of Justice
focusing on “Building Private Security/
Public Sector Policing Partnerships to
Prevent and Respond to terrorism and
Public Disorder”. In September of 2004,
I was invited to Sydney, Australia to
be the keynote speaker at that government's
conference on “Counter terrorism
- Harnessing the Private Sector”.
In June of 2005, at the Major Cities
Chiefs/FBI National Executive Institute's
annual conference at Sun Valley,
Idaho, I was invited along with a
number of active and retired police
chiefs to prepare a “Legacy Paper” on
lessons learned and advice that could
be given to future police chiefs. The
papers will be part of the FBI NEI's
mentoring project for newly appointed
major city chiefs. Yes, the guy who
retired in 2000 and may have some of
his former colleagues wondering what
is Charlie up to these days. Is he still
alive? Erica and Mike, use it or not but
thanks for giving this Senior citizen a
chance to get in some bragging rights.
